David joined the leadership team at DHA after a 23-year career at the U.S. Department of Housing and Urban Development (HUD).  His journey in the civil service began after being selected for the highly competitive Presidential Management Fellows Program and spent his first thirteen years at HUD in the Office of Public and Indian Housing.  Initially, his professional focus centered on mixed-finance residential development and was a grant manager for the HOPE VI Revitalization Grant Program.  Working in coordination with HUD’s Office of Public Housing Investments in Washington, D.C., he oversaw a portfolio of projects that represented over $100 million in federal funding that brought online a mix of over 2,100 units of public, affordable, and market-rate residential units throughout Texas. He also managed federal stimulus funds used in El Paso, TX to develop one of the first public housing developments in the United States to earn LEED Platinum status for energy efficiency through the U.S. Green Building Council.

He was later promoted to division director for operations for the Fort Worth HUD Field Office that oversaw a diverse portfolio of 225 public housing agencies located throughout the top half of Texas. In that role, he was exposed to all areas of public housing and Housing Choice Voucher program operations and housing authority governance. David led a team that worked collaboratively with housing authority management staff, Boards of Commissioners, and resident groups to develop effective strategies to maximize public housing occupancy and services, as well as voucher utilization. He also took a lead role in passionately supporting the effort to combat veteran homelessness in North Texas when the Veterans Affairs Supportive Housing (VASH) Program was re-initiated by Congress in 2008.

For the last ten years of his time at the Department, David served in the Office of Community Planning and Development as the regional environmental officer for HUD Region VI, whose jurisdiction included Texas, Louisiana, Oklahoma, New Mexico, and Arkansas. In that role, he was the region’s senior advisor on matters relating to HUD’s statutory responsibilities under the National Environmental Policy Act (NEPA) and other related laws and authorities. The team he led also strived to diligently promote HUD’s efforts to implement energy efficiency and sustainability initiatives in all HUD-funded new residential construction and substantial rehabilitation projects.

David is very excited to be a part of DHA. This starts with his strong belief in the organization’s fundamental mission—to assist those in need in obtaining a decent place to live as well as provide opportunities for program participants to improve their lives. From his experience in the industry, he understands how an organization like DHA plays a critical role in being a catalyst for positive economic and social change in the community. He will work earnestly to help the agency navigate the future while continuing to improve upon business operations and provide the most efficient service delivery possible to the individuals and families served through DHA’s programs.

A proud veteran of the United States Navy, David is originally from Louisville, Kentucky.  He holds a bachelor’s degree in history and political science from Chaminade University of Honolulu and a master’s degree in urban planning from the University of Louisville.  He is an avid fan of all DFW professional sports teams, the Louisville Cardinals, and enjoys outdoor activities and listening to live music.
